Shepherd's Pie comes to us from England, and is customarily made with sheep or lamb. Here in the states we are even more a problem with culture than a sheep eating one, and when one is served "shepherd's pie" here, it is regularly made with ground hamburger.
In England (and Australia and New Zealand) they would call the meat dish a "bungalow pie" and the sheep dish "shepherd's pie".
